Patrick McNeil oversees much of the SOAR work done here at HAP, which connects well over 200 Philadelphians experiencing homelessness with Social Security Disability Insurance or SSI benefits every year. To that end, he provides regular trainings and outreach to staff, pro bono volunteers, and community partners in order to better support and streamline HAP’s SOAR efforts. In 2025, he conducted an extensive evaluation of the impact HAP’s SOAR Project has on its clients’ homelessness and quality of life. 

Prior to coming to HAP in 2018, Patrick was as an intensive case manager providing direct service to people in shelters diagnosed with mental illnesses, linking them with treatment, housing resources, benefits, and more.
