Patrick McNeil is the director our SOAR (SSI/SSDI Outreach And Recovery) Project in coordination with Philadelphia’s Department of Behavioral Health and Intellectual disAbility Services. This partnership results in direct representation in disability claims for more than one hundred people experiencing homelessness with histories of mental illness, addiction, institutionalization, and severe, complex trauma per year.
Patrick still provides direct representation in SOAR claims, as he has since joining HAP in 2018. In his tenure at HAP he has secured incomes for over 250 people experiencing homelessness. He provides regular trainings and outreach to our community partners and is an active member of HAP’s social media, advocacy, and DEI committees. He sits on the DBHIDS advisory board.
Prior to his work at HAP, Patrick was as an intensive case manager at Resources for Human Development, working directly with those in shelters diagnosed with mental illnesses, linking them with treatment, housing resources, benefits, and more. He received his Master’s in Education from Temple in 2011, and has taught in Strawberry Mansion and El Centro High schools. He organizes writing workshops, grape crushes and wine bottlings, and a summer-long pickup softball league in Germantown. Community is important to him.
